MPCALA Holdings Inc., the concessionaire of the Cavite-Laguna Expressway (CALAX) and a subsidiary of Metro Pacific Tollways Corporation (MPTC), has taken another major step toward completing the tollway with the signing of contracts with EEI Corporation and CM Pancho Construction, Inc. (CMPCI).
Under the agreements, EEI Corporation will take charge of works in Subsection 1, which runs from Open Canal to Kawit, Cavite, while CMPCI will lead construction for Subsection 2, covering the stretch from Governor’s Drive to Open Canal. The ceremonial signing was attended by top executives from MPT South, EEI, and CMPCI, underscoring the significance of the partnerships in pushing CALAX closer to full operation.

MPT South President and General Manager Christopher Andrew B. Pangilinan described the milestone as an important push in addressing mobility challenges in Southern Luzon. “The entry of EEI and CMPCI into the remaining subsections strengthens our commitment to deliver a world-class expressway that will bring faster, safer, and more seamless travel for motorists in Cavite and Laguna,” he said.
Once fully operational, CALAX will span 45 kilometers, linking Cavite Expressway (CAVITEX) in Kawit to South Luzon Expressway (SLEX) in Biñan, Laguna. The tollway is expected to significantly ease congestion along Governor’s Drive, Aguinaldo Highway, and Santa Rosa-Tagaytay Road — three of the busiest thoroughfares in the region.
To date, several sections of CALAX are already open to motorists, including the Laguna Technopark, Laguna Boulevard, Santa Rosa-Tagaytay Road, Silang East, and Silang Aguinaldo interchanges. The last remaining subsections, including Subsection 3 (Silang Aguinaldo to Governor’s Drive), are actively being developed and are targeted for completion by the first half of 2026.
The involvement of two major construction firms also reflects the scale and complexity of the project. EEI Corporation, with decades of expertise in infrastructure and engineering projects locally and abroad, will deliver the critical segment linking CALAX with CAVITEX. Meanwhile, CM Pancho Construction, a trusted name in roadworks and civil engineering, will handle the central portion that directly connects Cavite and Laguna.

Beyond improved travel times, CALAX is projected to benefit over 50,000 motorists daily, cutting travel between Cavite and Laguna to less than 45 minutes. The expressway is also seen as a catalyst for growth in Southern Luzon, opening up easier access to industrial hubs, residential areas, and tourism destinations while boosting economic activity across both provinces.
