QUEZON CITY — The National Historical Commission of the Philippines (NHCP), in partnership with the Manuel L. Quezon University School of Law and the Integrated Bar of the Philippines (IBP), commemorates the 90th anniversary of the Commonwealth of the Philippines with a Legal Aid Caravan at the Museo ni Manuel L. Quezon, Quezon Memorial Circle.
The first leg of the caravan takes place last November 22, 2025, offering free legal consultation to the public. A second run is set for December 13, 2025, at the same venue and time.

The event highlights the legacy of President Manuel L. Quezon, who becomes the first President of the Commonwealth following its establishment in 1935. The Commonwealth government is formally created through U.S. Presidential Proclamation No. 2148, issued by President Franklin D. Roosevelt, which certifies that the United States recognizes the new political status of the Philippines as a self-governing Commonwealth under the Tydings–McDuffie Act. The proclamation affirms the beginning of a transitional government designed to prepare the country for full independence.

Throughout his administration, Quezon champions three core pillars: national defense, economic development, and efficient governance. He implements wide-ranging reforms, including the institutionalization of Filipino as the national language, the creation of key government departments, and the rollout of new economic programs. His tenure also establishes vital public utilities, such as the Manila Rail Road Company, which strengthens transportation links from Bicol to Manila.
The NHCP underscores that the 90th anniversary is not only a historic milestone but also a reminder of the country’s long journey toward full sovereignty—one that formally begins with Proclamation 2148 and the inauguration of the Commonwealth government.
As the lead agency mandated to promote, preserve, and commemorate Philippine history, the NHCP continues to organize programs, administer national shrines and museums, and spearhead initiatives that bring historical awareness to the public.
