Japanese-Filipino telecommunications and ICT solutions provider InfiniVAN Inc. has entered into a strategic cooperation agreement with Estonian technology pioneer Cybernetica AS. The landmark alliance aims to introduce Estonia’s world-renowned digital governance frameworks, secure data exchange technologies, and e-government capabilities to public institutions across the Philippines.

The collaboration expands InfiniVAN’s operational footprint beyond core enterprise connectivity, positioning the firm as a trusted facilitator of advanced e-government infrastructure. Under the agreement signed in Tallinn, InfiniVAN will represent Cybernetica locally, deploying secure digital identity platforms, interoperability systems, and privacy-by-design solutions tailored for Philippine national and local government units.

The partnership builds directly on a bilateral Memorandum of Understanding on digital cooperation established between the governments of Estonia and the Philippines. Cybernetica, a key architect behind Estonia’s globally acclaimed e-governance ecosystem—including the secure data-sharing network and i-Voting systems—brings decades of research-backed cybersecurity and data protection capabilities to the Philippine market.

By pairing InfiniVAN’s robust local telecommunications network with Cybernetica’s specialized governance technology, the initiative supports the Philippine government’s ongoing digital transformation agenda. The joint effort focuses on modernizing public administration, enhancing data privacy across government agencies, and streamlining digital service delivery for citizens nationwide.
