The Philippine energy landscape is undergoing a strategic shift toward indigenous natural gas as a primary solution to lower high electricity prices and ensure long-term energy security. With the recent discovery of significant gas reserves at Malampaya East-1 and Camago-3, the Department of Energy (DOE) and industry leaders are emphasizing that local gas production is the most effective hedge against the volatile global fuel market. Energy experts note that while imported liquefied natural gas (LNG) often averages over ₱10.00 per kilowatt-hour, electricity generated from domestic gas sources currently sits at a much more competitive ₱4.80 per kilowatt-hour, offering a clear path to consumer savings.

The push for natural gas is supported by the Philippine Natural Gas Industry Development Act, which provides a comprehensive framework for downstream planning and investment. A critical component of this law is the value-added tax (VAT) exemption for the sale of indigenous natural gas and the electricity generated from it, a measure designed specifically to moderate power costs for Filipino households. By prioritizing these local resources, the government aims to reduce the country’s heavy dependence on imported coal and oil, which are currently susceptible to price spikes caused by ongoing geopolitical tensions in the Middle East.

Explore Infrastructure development within the Luzon Economic Corridor is also playing a vital role in this transition, as existing pipelines in Batangas are being optimized to feed multiple power generation facilities. Because new discoveries like Malampaya East-1 are located close to existing infrastructure, the capital requirements for development are substantially lower, further preventing the pass-through of high construction costs to consumers. As these local gas fields begin commercial production, they are expected to provide a reliable “baseload” power supply that complements the country’s growing renewable energy sector while keeping the national grid stable and affordable.
