The National Historical Commission of the Philippines (NHCP) has launched its flagship program, “Tapat sa Watawat”, aiming to deepen public understanding and respect for the Philippine flag. This initiative promotes awareness and adherence to Republic Act No. 8491, also known as the Flag and Heraldic Code of the Philippines.
Promoting National Pride
“Tapat sa Watawat” seeks to instill patriotism and civic responsibility among Filipinos, particularly the youth. By educating citizens on the proper use, display, and reverence of the national flag, the program emphasizes the flag’s role as a unifying symbol of the nation. NHCP Executive Director Carminda Arevalo highlighted the importance of fostering a deeper appreciation for the Philippine flag, stating that through the program, they aim not only to educate but also to inspire a renewed sense of patriotism.

Nationwide Educational Outreach
The program encompasses a series of training workshops and educational campaigns across various regions in the Philippines. Notably, NHCP has conducted sessions in Luzon, Visayas, and Mindanao, including a significant event in Lake Sebu, South Cotabato, where Tboli children and their teachers were educated on the proper use and display of the Philippine flag. These workshops cover the history of the flag, the evolution of “Lupang Hinirang,” and the provisions of RA 8491, ensuring participants understand both the symbolic and legal aspects of the national emblem.

Collaboration with the Boy Scouts of the Philippines
In a move to broaden the program’s reach, NHCP has partnered with the Boy Scouts of the Philippines (BSP). This collaboration focuses on instilling patriotism and civic responsibility among Scouts, aligning with the values of honor and national pride. Such partnerships are pivotal in disseminating the program’s objectives to a wider audience, especially the youth.

Adding to this initiative, actor and entrepreneur David Licauco was appointed as the first-ever Scout Ambassador of the BSP during its 88th Charter Anniversary and the launch of Scouting Month in October 2024. Licauco, known for his role as Hiroshi Tanaka in the historical war drama Pulang Araw, expressed his hope that Scouts would learn the values of love for country and family through his character. He emphasized the importance of leadership, integrity, and empathy—core values shared by both the BSP and the “Tapat sa Watawat” campaign.

Reinforcing Patriotism During National Flag Days
In celebration of National Flag Days from May 28 to June 12, NHCP has intensified its efforts by organizing additional “Tapat sa Watawat” training workshops. These events aim to reinforce the significance of the flag and educate more citizens on its proper usage.
